COLORADO SPRINGS – The Pikes Peak Area Council of Governments Board of Directors adopted updated Title VI and Limited English Proficiency Plans during its regular meeting on July 8, 2026.
Federal regulations require PPACG to update the Title VI Plan and Limited English Proficiency Plan every three years. These were last formally adopted in 2023 and need adjustments to align with the PPACG Public Participation Plan and new federal guidance.
Title VI
A Title VI Plan is a document outlining how organizations receiving federal funding ensure compliance with the Civil Rights Act of 1964, prohibiting discrimination based on race, color, or national origin. It details policies, procedures, and outreach efforts to prevent discrimination in programs and services.
Title VI of the Civil Rights Act of 1964 states that “No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.”
Title VI compliance is an ongoing responsibility of PPACG staff. This work includes, but is not limited to, developing plans, completing required reporting, collecting and analyzing data, and providing technical assistance to subrecipients. Assistance may involve distributing informational materials such as posters, guidelines, and compliance requirements.
Limited English Proficiency Plan
The Limited English Proficiency Plan is a federally required document designed to ensure people with limited ability to read, speak, write, or understand English have meaningful access to transportation planning processes. This Limited English Proficiency document is intended to meet the spirit and requirements of Title VI of the Civil Rights Act of 1964.
Federal regulations require agencies and others receiving federal funds to provide a fully coordinated process, which includes analysis of limited English proficiency within the community and public involvement that considers the needs of those with limited English proficiency.
This plan functions in coordination with the overarching Public Participation Plan and Title VI Plan. These three documents provide guidance to staff and transparency to the public regarding how PPACG will conduct public engagement to support its transportation planning processes.
