Meetings will be held in a hybrid format to allow in-person attendance as well as a remote option.
AGENDA ITEM 1: CALL TO ORDER / ESTABLISH A QUORUM / INTRODUCTIONS
Chair Sharon Thompson called the meeting to order at 9:03am. A quorum was established.
AGENDA ITEM 2: AGENDA APPROVAL
Erik Stone moved the approval of the agenda, seconded by Yolanda Avila. The motion carried unanimously.
AGENDA ITEM 3: INTRODUCTIONS/PUBLIC COMMENTS/PRESENTATIONS
- Public Comments. Public comments can be made before or during the meeting. Public comments during the meeting is limited to three minutes and can be done at the meeting location or remotely by using the posted Microsoft Teams link. Individuals are encouraged to notify the meeting organizer at ppacg@ppacg.org before the start of the meeting with the agenda item they would like to comment on. Public comments can be submitted before the meeting via email to ppacg@ppacg.org for distribution to the committee members.
- Andrew Gunning introduced Michelle Brown, the new Long Term Care Ombudsman.
- Military Installation Reports
- Jeff Bohn announced that Peterson’s North Gate guard facility replacement should be completed by the end of November. Space Base Delta One hosted Colorado Springs Utilities, Travis Deal and team, and discussed energy issues and utility infrastructure on September 27, 2024. On October 1they meet with the Director of Economic Development to discuss installation interface. The Schriever parking lot repaving project continues, please give yourself extended time to find parking. The Powers/Airport interchange project has been coming along great and thanked CDOT for their communication. The Association of Defense Communities Conference is slated for October 27-30 in San Antonio, TX. Jeff Bohn thanked those who revived the Veteran’s Day Parade. October 9 is National Fire Prevention Day, and the installation fire departments are commemorating this day with education and awareness activities across the local bases. They also celebrated the mutual aid agreement with local municipalities.
- Joe Wyka, Fort Carson thanked various agencies for helping with the Gate 19 project. Fort Carson has been working with the Colorado Springs Utilities to increase the resiliency of water, electricity, and natural gas at the installation and looks forward to continued growth. Representatives from Fort Carson will attend the Association of Defense Communities Conference. They are currently working on REPI (Readiness and Environmental Protection Integration) opportunities. On October 8, they meet with local officials to enhance training at.
- Col. Daniel Werner, Air Force and Space Force leadership attended the annual Corona conference. USAFA has been working with the City of Colorado Springs on watershed restoration and should receive approval in the next month or two. Colorado Springs Utilities was awarded the Defense Community Infrastructure Program (DCIP) grant to put overhead electrical lines underground at USAFA. USAFA has partnered with Pikes Peak State College to develop an internship program for some of their culinary students.

Todd Dixon moved to approve the consent item, seconded by John Graham. The motion carried unanimously.
AGENDA ITEM 5: ACTION ITEMS
- FY25-29 Transportation Improvement Program Amendment #1- Jessica Bechtel, Transportation Programming & Project Delivery Planner
Holly Williams made a motion to approve the item, seconded by Erik Stone. The motion carried unanimously. - Bylaws Update-Jared Verner, Public Information Officer
Kellie Case made a motion to approve the item, seconded by John Graham. The motion carried 8-1 (Avila).
AGENDA ITEM 6: INFORMATION ITEMS
- Introduction of New Lobbyist Firm- Andrew Gunning, Executive Director
- 2025 Draft Budget Presentation-Carol McBroom, Finance Director
The board requested a 4, 4.25, 4.5, and 5 percent wage packages increase at the November 13, 2024 board meeting. - Executive Director Evaluation-Sherry Hoffman, Human Resources Generalist

AGENDA ITEM 8: MEMBER ENTITY ANNOUNCEMENTS
- Erik Stone is on the Regional Opioid Abatement Council and would like to see if the meeting could be hosted at PPACG. The Fall Harvest Festival will be held in Divide, CO on October 12th.
- Holly Williams announced that she attended the Statewide Opioid Council Conference. The El Paso County Clerk will have ballots in the mail by October 11 or October 12.
- John Graham announced that on October 13 is Indigenous People’s Day and ceremonies will be hosted at Mansions Park in Manitou Springs. The Emma Crawford Coffin Races and Festival will be held on October 26.
- Sharon Thompson announced Willy Tutz will be carving pumpkins October 11-12. Nightmare on Main Street will be at Fountain City Halll on October 12, 2024.
- Yolanda Avila announced that the time of the City Council Meeting will be changing from 10 AM to 9 AM starting in November.
- Mitch LaKind announced that on October 11 they are having a Strategic Planning meeting for Monument’s first master plan
