Community Advisory Committee – Aug. 28, 2024: Active Transportation Plan – Draft Plan – Public Engagement


The development of PPACG’s Active Transportation Plan (ATP) was done simultaneously to the development of PPACG’s Long Range Transportation Plan (LRTP) and to prevent “public meeting fatigue” the ATP utilized a more strategic approach to its stakeholder process and public participation.

Working with PPACG staff, a list of stakeholders was identified, and a set of guiding questions were developed for use in the stakeholder interviews. The interviews were conducted virtually and scheduled for an hour timeframe. The input received is summarized in this report and each of the interview summaries can be found in this Appendix (2) of Active Transportation Plan.

Stakeholders

The project team spoke with each of the following sixteen stakeholder groups, as they all offered insight and comments regarding the region’s active transportation network.

Public Participation

For the ATP, a website was launched to allow for public review of materials as well as the clearinghouse for project participation mechanisms. The project saw two focused surveys, with other concurrent surveys providing subsidiary information to the project.

The project leveraged the PPACG website and webpage previously dedicated to the regional non-motorized plan. The page was updated with current project information, schedule, a sign-up feature for future email awareness, and hosted the public input materials.

Public Input Map

Alongside the public survey, an online mapping exercise allowed participants to identify different characteristics about the PPACG region. The map asked about Strengths, Weaknesses, and Opportunities for bike or pedestrians in the region. The next portion will go through specific themes and comment types received.

Strengths:

The community highlighted the connectivity, safety, and scenic quality of bike paths. There was an appreciation for the efforts to improve and maintain cycling routes, which are seen as vital for commuting and recreational purposes. There were 62 total comments, with 13 pedestrian, 40 bike, and 9 uncategorized comments.

Bike Comments Themes:
  1. Connectivity: Appreciation for bridges and trails that provide seamless connections, particularly to downtowns.
  2. Safety: Positive feedback on trail crossings and lanes that ensure cyclist safety.
  3. Scenic Routes: Enjoyment of the beauty along certain bike paths, such as the Garden of the Gods lane.

Public Survey

Two surveys were conducted, with one being a targeted audience of AAA members, and the other being a general survey of PPACG residents.

AAA Survey

The AAA survey leveraged a yearly membership mailer by including an additional piece of paper. The survey was two-sided, with information pointing participants to the PPACG LRTP, ATP, and Transit websites.
