I. Summary

The Pikes Peak Area Council of Governments (PPACG) is requesting information from traffic data service providers and consultants regarding solutions that enable PPACG and local government staff to acquire, analyze, and visualize a variety of traffic data metrics, including traffic counts, average speeds, origin-destination patterns, travel times, congestion metrics, and commercial vehicle activity. This data will support the development and validation of the regional travel demand model (TDM) and help local governments improve traffic management and inform transportation planning decisions.

The information gathered through this Request for Information (RFI) will be used by PPACG and local government staff to help define the scope and requirements of a subsequent Request for Proposals (RFP), which is anticipated to be issued in the first quarter of 2027. The resulting contract for traffic data services is expected to begin in January 2028.

This RFI is intended solely to solicit information, ideas, recommendations, and potential solutions related to traffic data acquisition and analysis. Responses to this RFI will not result in the award of a contract, and participation in this RFI will not provide any competitive advantage or preference when the subsequent RFP is issued.

The RFI Schedule is:

  • RFI Issued: August 14, 2026
  • RFI Responses Due: September 30, 2026
  • Timeframe for additional Q&A, Presentations, and Demonstrations with Respondents: Through December 31, 2026

Responses are due to the PPACG office by 4:00 pm Wednesday, September 30, 2026.

Questions regarding this RFI should be directed to William Mast, GIS & Modeling Manager, PPACG at (719) 471-7080 x109, or wmast@ppacg.org.

Mail correspondence should be sent to:

William Mast: wmast@ppacg.org
or

Submissions should be marked in the subject line or on the envelope: “Request for Proposal: PPACG Regional Traffic Data Service”. Proposals submitted by e-mail or mail are not to be considered received until a confirmation has been sent by PPACG transportation staff.

II. PPACG Background

The Pikes Peak Region

The Colorado Springs Urbanized Area is the second largest metropolitan area within the state of Colorado. Located 60 miles south of Denver, the Colorado Springs metropolitan planning area is composed of the Cities of Colorado Springs, Fountain, Manitou Springs, and Woodland Park; the Towns of Green Mountain Falls, Monument, and Palmer Lake; and El Paso and Teller Counties (Figure 1). The Colorado Springs Metropolitan Statistical Area has an estimated population of 755,105 (2020) and is projected to exceed one million people by 2050.

The MPO

The Pikes Peak Area Council of Governments (PPACG) is the federally designated Metropolitan Planning Organization (MPO) for the Colorado Springs Urbanized Area. Formed in 1967 under Colorado law, the Pikes Peak Area Council of Governments (PPACG) is a voluntary organization of municipal and county governments serving a regional community. Since inception, PPACG has worked to ensure that all communities—big and small—have a forum to discuss issues that cross their political boundaries, identify shared opportunities and challenges, and develop collaborative strategies for action. PPACG’s Board of Directors, representing 16 local and county governments, governs the MPO.

III. Scope of Work

Introduction

The Pikes Peak Area Council of Governments (PPACG) performs multiple regional planning functions. As the metropolitan planning organization (MPO), PPACG must conduct a federally compliant, performance-based planning process to develop the regional long-range transportation plan (LRTP) and Transportation Improvement Program (TIP). TIP funds may support regional traffic data collection aligned with PPACG’s federally approved Unified Planning Work Program (UPWP), including tasks related to congestion modeling, travel forecasting, Title VI analysis, safety and crash data analysis, and roadway performance metrics.

PPACG and its member governments are interested in traffic data services or solutions covering the MPO area, including El Paso and Teller Counties, with the following desired capabilities:

  • Provide recent and historical Average Annual Daily Traffic Counts (AADT)
  • Provide turning-movement counts
  • Include multimodal travel data, such as bicycle and pedestrian trips, volumes, and movement analysis
  • Employ custom, user-supplied zones and/or roadway segments for both vehicle and multimodal trip analysis
  • Conduct origin-destination analysis between zones and identify the routes used for travel, including bicycle and pedestrian trips
  • Calculate vehicle miles traveled, and vehicle hours traveled, along a given route or between zones
  • Provide speed percentiles, such as the 50th and 85th percentile vehicle speeds, along a corridor or segment
  • Provide congestion metrics, such as vehicle hours of delay along a route, for a given period of time
  • Distinguish commercial truck traffic from personal vehicle traffic
  • Allow users to select custom timeframes for analysis, including the ability to pull data by weekday/weekend and by month
  • Provide data down to 15-minute increments throughout the day
  • Incorporate related demographic data along with the trip data to help establish trip purpose
  • Utilize a web-based software as a service (SaaS) application that requires no local installation to access, visualize, analyze, and download the data and analysis results
  • Allow data and analysis results to be visualized as maps, charts, and exportable graphics
  • Provide separate accounts/logins for staff from PPACG and each member government
  • A service that stores and categorizes the analysis results for each user
  • Support for consultants and contractors hired by PPACG or member governments to use the service on their behalf
  • Provide published data acquisition and verification methodology that speaks to the security and reliability of the traffic data
  • Include training to PPACG and local government staff to effectively use the service

IV. Proposal Requirements

All companies or consultants responding to this RFI must submit a written response for consideration. PPACG will not reimburse any costs associated with preparing a response; all preparation costs are the respondent’s sole responsibility.

Please do not respond with only a link to your website, as it will not satisfy the requirements of this RFI. PPACG and its member governments are looking for detailed and specific information about all possible traffic data solutions on the market, that will help guide the development of a subsequent RFP. We recommend clear, concise, and complete information emphasizing and explaining the ability to provide the requested services. Visual examples of the service interface and data, process, and reports are encouraged. Hyperlinks or URLs embedded in the response to further illustrate completed projects or demonstrations of proposed services are recommended.

PPACG prefers digital copies of written responses; however, printed copies will be accepted. Respondents shall:

  • Submit one (1) digital copy of the written response with all pages numbered consecutively OR one (1) printed copy.
  • Clearly indicate the name and address of the prime consultant in either the email or on the sealed package.

Each response will be shared amongst PPACG and local government staff. Staff may follow-up with individual companies or consultants, and select responses may be invited for a follow-up product Q&A and/or demonstration with multiple staff members.

The Pikes Peak Area Council of Governments reserves the right to reject any and all responses, and to waive any formality in responses received, to accept or reject any or all of the items in the response, and proceed in the best interest of the Pikes Peak Area Council of Governments.
