Transportation Advisory Committee – Aug. 15, 2024: Active Transportation Plan – Draft Plan, Introduction


Purpose and Background

The Pikes Peak Area Council of Governments (PPACG), with the support of communities and advocates throughout the Pikes Peak Region, has led the development of this Active Transportation Master Plan. This plan does not supersede or replace local planning efforts completed by member jurisdictions. It is intended to provide illumination of challenges and opportunities when those plans are viewed through a regional lens. The plan leverages this perspective to identify relevant tools that might support member jurisdictions in implementing local projects, while recognizing that relevant facilities and users do not necessarily recognize jurisdictional boundaries.

This plan was voluntarily undertaken through the guidance of PPACG members and is not specifically required. As such, it is intended to become an element or component plan of the Long Range Transportation Plan (LRTP) being concurrently developed. The LRTP is required and will develop a comprehensive multimodal plan for transportation improvements within the region. It also does not replace local planning efforts, but collects and collates these efforts to identify a fiscally constrained program of projects which feed the TIP process.

Project Process

The PPACG ATP leverages local and regional planning efforts completed to date as the base for a regional network. It then utilizes stakeholder feedback and public engagement to set the vision and goals that define what a regional network link should do. A land use demand analysis provides context for regional corridors that local jurisdictions can use to inform and prioritize individual projects that contribute to the regional network.

Plan Components

This plan includes the following chapters:

Chapter 1 Introduction

This chapter presents the project purpose, process, and general background for the ATP.

Chapter 2 Engagement

This section provides an overview of the stakeholder process, public engagement, and themes that built the vision and goals for the plan.

Chapter 3 Vision, Goals, & Objectives

The key driving force for the plan. These set the direction of efforts, recommendations, and priorities across the region and are direct outcomes from the stakeholder engagement and public process.

Chapter 4 Existing Conditions

The existing conditions chapter provides a series of maps that describe the demand for walking and bicycling as well as the supply of existing facilities. The chapter concludes with a safety analysis and suggestions for improved crash data collection.

Chapter 5 Recommendations

This chapter delves into the recommended actions, steps, and strategies for the region to take as a result of the analysis and engagement in the plan. The chapter is broken into four key components: Connectivity, Continuity, Comfort, and Clarity.

Chapter 6 Implementation

The implementation chapter describes ways for the recommendations to be accomplished. The chapter discusses current planned and budget projects, funding sources and mechanisms, and methods to monitor plan progress and performance.
