SUMMARY

Pikes Peak Area Council of Governments (PPACG) staff would like to provide an update for the 2050 Long Range Transportation Plan (LRTP) process.

Travel Demand Model and Land Use

PPACG staff has received guidance from the Colorado Department of Transportation (CDOT) to develop a new baseline for the state-required greenhouse gas (GHG) analysis of the Travel Demand Model (TDM). PPACG staff is working to minimize any possible delay of the GHG verification process, Transportation Commission approval, and LRTP schedule.

Draft LRTP Sections for Review

A draft of the table of contents and first several sections of the LRTP is being provided to the PPACG committees for information and review. Your feedback would be greatly appreciated. Draft LRTP Review for Committees

Update on Unfunded Project List

A draft unfunded project list was developed by staff and distributed to the TAC prior to the May TAC meeting. We welcome any additional projects that jurisdictions would like to appear on the unfunded list. Please provide those to PPACG staff by October 31, 2024, for integration into the document.

Overview Status

  • Travel Demand Model and Land Use: Working to comply with state GHG guidelines .  
  • LRTP Public Involvement Assistance: A fifth RTPAC meeting has been delayed slightly but is anticipated for fall to preview open house materials once the draft document is ready.
  • Active Transportation Plan: Scheduled for adoption in November: Active Transportation – Pikes Peak Area Council of Governments (ppacg.org)
  • Transit Plan and Specialized Transportation Plan: Update from MMT. These documents will be included in the overall LRTP and will be part of the LRTP public comment and adoption schedule. Updates are available online at https://coloradosprings.gov/2050-regional-transit-and-specialized-transit-plans.
  • LRTP Development: Staff working on document. Sections of the document are being sent to subject-matter experts/community partners for review.

Note: The LRTP must be adopted in January in order for the plan to remain compliant; a non-compliant plan will The GHG rulemaking process may cause a shift in the timeline of the LRTP depending on state approval processes and timeframes.

The transit and specialized human services plans are also federally required and will be adopted in line with the LRTP. The active transportation plan does not and may be shifted as makes sense for that project.
