Transportation Advisory Committee – Sept. 19, 2024: IIJA Updates and Other Funding Opportunities

DATE: September 19, 2024

TO: PPACG Transportation Advisory Committee

FROM: Danelle Miller, Sr Transportation Planner

SUBJECT: IIJA Updates

ACTION REQUESTED: Information Only

SUMMARY

The following information is being shared regarding funding programs and changes related to the Infrastructure Investment and Jobs Act (IIJA). All information is also available on PPACG’s IIJA webpage at https://www.ppacg.org/funding-opportunities/

NOTE: It would be greatly appreciated if jurisdictions coordinate with Karen Rowe, the PPACG grant navigator, even if you don’t need her assistance for grant finding or writing. Having awareness of ongoing grant pursuits helps PPACG report to the Governor’s office, which funds the navigator program.

IIJA Notices of Funding Opportunity (NOFOs)

In order to provide stakeholders with more visibility into upcoming funding opportunities, DOT is publishing a list of anticipated dates for NOFOs for key programs. This list is not comprehensive and will be updated periodically with new programs and dates. It is available here: https://www.transportation.gov/bipartisan-infrastructure-law/key-notices-funding-opportunity

Note: BOLDED items in the table below are newly released since the last TAC meeting. and must be adopted in line with the LRTP. The active transportation plan does not and may be shifted as makes sense for that project.

Non-DOT Opportunities

Local Infrastructure Hub Bootcamps are free training programs designed to help municipal staff learn how to put together winning grant applications in key areas. Trainings this fall will focus on helping communities secure funding for hazard and flood reduction projects; clean energy projects; drinking water and wastewater management projects; and road, rail, transit, and port projects to enhance transportation networks. Classes began on September 9 – learn more and register here.

State Funding Opportunities

Electric Vehicle Charger Reliability & Accessibility Accelerator Program

CDOT has been awarded $8.3 million under the Electric Vehicle Charger Reliability & Accessibility Accelerator (EVCRAA) Program, a new federal program under the umbrella of the IIJA. Program funds may be used for the repair or replacement of existing but non-functional public EV chargers across the United States, with eligibility limited to those specific sites identified in a national list issued by the FHWA in October 2023. These funds will be used for repair or replacement projects at approximately 197 separate locations across the state. The intention is for the implementation of this project to be managed centrally at CDOT HQ by OIM staff with support from one or more EV charging installation contractors.
