Flowchart outlining the four phases of the Long-Range Transportation Planning (LRTP) process:

Phase 1: Framework (Spring – Fall 2023): Tasks include defining requirements, creating a public involvement plan, establishing vision, goals, and objectives, inventorying current conditions, and identifying needs along with developing a public survey. This phase involves RTPAC #1.

Phase 2: Development (Summer 2023 – Fall 2024): Includes compiling performance measures, finalizing project scoring criteria, drafting a fiscally constrained project list, and conducting demographics and modeling forecasts. This phase involves RTPAC #2 and a community survey.

Phase 3: Evaluate (Spring – Fall 2024): Activities involve evaluating projects, gathering additional input on transportation needs, integrating remaining component plans, performing greenhouse gas modeling, and drafting the document. This phase includes RTPAC #3 and RTPAC #4.

Phase 4: Review (Fall – Winter 2024/2025): Consists of reviewing the draft plan, hosting open houses and public hearings, and final adoption by committees. This phase involves RTPAC #5 and the public comment period.

Each phase is represented by a separate colored box, progressing chronologically.
