PIKES PEAK AREA COUNCIL OF GOVERNMENTS
DRAFT 2025 BUDGET DETAILS
The Fiscal Year (FY) 2025 Pikes Peak Area Council of Governments budget is attached for the Board’s review. The companion budget table for FY 2025 contains five-line items of revenue (rows 1-5) and 13 lines of expenditures (rows 6-18). In the descriptions below, each line-item number corresponds to the row number in the budget table.
REVENUES
PPACG total revenues for FY 2025 are anticipated to be $11,467,000. This revenue estimate is 16.93 percent or $2,338,000 less than the FY 2024 budget. Area Agency on Aging’s revenues dropped by $2 million due to the depletion of ARPA funding. The Military Planning budget dropped $1M due to program project changes. Offsetting the decline, the Transportation budget increased by $460,000 including $309,00 in state funding allocated to cover the required FY25 match.
- Federal, State, and Foundation Grants: $10,017,360 (87% of total budget)
PPACG estimates it will receive a total of $10,017,360 in revenue from Federal, State, and Foundation Grants and “pass-through” funds targeted for specific programs. The grant money that is “passed-through” directly to PPACG’s subcontractors is entirely contained in the Area Agency on Aging Department in the current budget. Federal, State and Foundation Grants continue to represent the largest share of our revenue in 2025. Table 1 shows our estimated grants for the 2025 calendar year.

EXPENDITURES
- Personnel Costs: Estimated $4,749,000 (41% of total budget)
Personnel costs include salary and benefits for PPACG employees. As is typical for our quasi-public agency, PPACG’s personnel costs are largely funded (80-90 percent) through Federal and State grants. Benefits include payroll taxes, retirement contributions, and insurance programs: health, dental, vision, life, accidental death and dismemberment, and short- and long-term disability. We are requesting a budget for 41 positions which is the same as the 2024 budget. Three draft budgets are included for the board to review, with a total wage package increase at 3%, 4%, and 5%.
| Proposed Wage Package Increase | Total Proposed 2025 Wage Package Expense | Increase over FY24 | Percentage of Total 2025 Draft Budget |
|---|---|---|---|
| 3% | $4,708,393 | $119,226 | 41.10% |
| 4% | $4,749,142 | $159,975 | 41.40% |
| 5% | $4,789,890 | $200,723 | 41.80% |

In 2025 we have included $758,000 in pass through funds for 5310 FTA grant for transportation subcontractors in our AAA program.
